Recently removed Antivirus Soft via the instructions here: http://www.bleepingcomputer.com/virus-removal/remove-antivirus-soft the thing was still in my registry and when restarting windows i went into cmd line and ran regedit. The hot key i removed was HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings "ProxyServer" = "http=000.0.0.0:1" as per the instructions.
