Because to be honest, Norton is not a fantastic program compared to its competitors.
For a free solution, use either:

that’s weird? my norton kept blocking it, though it refused to remove it. so i manually deleted it and then scanned…seemed to work.
Maybe try going mycomputer/programs/antivirus2009 and rightclick to scan it with norton. maybe then it will recognize it.
Norton’s is a memory hog. I got rid of it and on the advice of a tech support friend installed AVG Free anti-virus.
Firefox is a much safer browser than IE http://en-us.www.mozilla.com/en-US/firefox/3.0.5/releasenotes/
Download, install, update and scan with the following free:
AVG Free from http://free.avg.com/ – this is an anti-virus, ensure that you only have one anti-virus program installed on your computer
You can have multiple anti-spyware/malware/adware programs to scan, ensure they are legitimate. I suggest the following:
SUPERAntiSpyware Free Edition from http://www.superantispyware.com or http://www.download.com
Malwarebytes’ Anti-Malware…
Valid downloads of Malwarebytes only come from these sites:

It’s not just your Norton 360 that can’t remove antivirus 2009, most Anti-virus programs "no matter how good they are, don’t seem to be able to
remove this malicious program. One of the problems is, antivirus 2009 uses what is called a Vundo Trojan and the people behind antivirus 2009 are always updating this program. So one week your Anti-virus program may detect antivirus 2009 and the next week it will not.
Antivirus 2009 is an unwanted program, from the authors of Antivirus 2008 . These applications have resembling interface and "features". After stealth installation, Antivirus 2009 will show tonns of fake spyware\adware detection messages and offers to remove reported threats (after you purchase commercial version). But in real Antivirus 2009 is not a spyware cleaner, it’s just an imitation of spyware remover. Antivirus 2009 can also slow your computer and cause system errors and crashes. Remove Antivirus 2009 using manual removal instructions (for advanced users)
